It's not about what it means, it's about how it's going to be interpreted by the vast majority of players that should count. I'm pretty sure that many jewish players for example can be very hurt by people abusing this.
In fact, I haven't tried it yet, but I'm fairly certain that spelling out the word swastica in western letters and walking around in any EU or US server is going to get you a 24 hour ban. Defending yourself by saying that you meant the buddist one is just lame and nobody will believe you, but it would be the exact same point as saying that the symbol means something else.
